UPSC Engineering Services Examination 2013 Notification

Union Public Service Commission (UPSC) Issued notification for Engineering Services Examination 2013 a combined competitive Examination for recruitment to the Services Category I - Civil Engineering,  Category II - Mechnical Engineering , Category III - Electrical Engineering, Category IV Electronics and Telecommunication Engineering. Reservations will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically Disabled Category in respect of vacancies as may be fixed by the Government of India. Eligibility :

Minimum Educational Qualification:
(a) obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956;
(b) passed Sections A and B of the Institution Examinations of the Institution of Engineers (India); or

(c) obtained a degree/diploma in Engineering from such foreign University/ College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time,
(d) passed Graduate Membership Examination of the Institute of Electronics and Telecommunication Engineers (India);
(e) passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India;
(f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959. Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts) and Engineer, Gr. 'A' in Wireless Planning & Coordination Wing/ Monitoring Organisation may possess any of the above qualifications or the qualification mentioned below namely:- M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics
Radio Engineering as a special subject.

Age Limits:

* A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the Ist January, 2013 i.e. must have been born not earlier than 2nd January, 1983 and not later than 1st January, 1992.

* The upper age limit of 30 years will be relaxable upto 35 years in the case of Government Servants of the following categories.


Candidates (excepting SC/ST/Female/PH who are exempted from payment of fee) are required to pay a fee of Rs. 100/- (Rupees One hundred only) either by remitting the money in any Branch of SBI by cash or by using net banking facility of State Bank of India/State Bank of Bikaner and Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using Visa/Master Credit/Debit card.

Category I—Civil Engineering.
Category II—Mecahnical Engineering.
Category III—Electrical Engineering.
Category IV—Electronics & Telecommunication

Admit Card:
The eligible candidates shall be issued an e-Admission Certificate three weeks before the commencement of the examination. The e-Admission Certificate will be made available in the UPSC website for downloading by candidates. No Admission Certificate will be sent by post. All the applicants are requested to provide valid and active e-mail i.d. while filling up Online application form as the commission may use electronic mode for contacting them.

* No Admission Certificate will be sent by post.

(ii) If a candidate does not receive e-admit card or any other communication regarding candidature for the examination one week before the commencement of the examination, should at once contact the Commission. Information in this regard can also be obtained from the Facilitation Counter located in the Commission’s Office either in person or over phone Nos. 011-23381125/011-23385271/011-23098543. In
case no communication is received in the Commission’s Office from the candidate regarding non-receipt of e-Admission Certificate at least one week before the examination, will be solely responsible for non-receipt of e-Admission Certificate.

Exam Pattern:
(i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, one third (0.33) of the marks assigned to that question will be deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question.

(iii) If a question is left blank i.e. no answer is given by the candidate, there will be no penalty for that question.

The Examination shall be conducted according to the following plan:-

Part I—The written Examination will comprise two sections—Section I consisting only of objective types of questions and Section II of conventional papers. Both Sections will cover the entire syllabus of the relevant engineering disciplines viz. Civil Engineering, Mechanical Engineering, Electrical Engineering and Electronics and Telecommunication Engineering. The standard and syllabi prescribed for these
papers are given in Schedule. 

Part II—Personality test carrying a maximum of 200 marks of such of the candidates who qualify on the basis of the written examination.

The standard of paper in General Ability Test will be such as may be expected of an Engineering/Science Graduate. The standard of papers in other subjects will approximately be that of an Engineering Degree Examination of an Indian University. There will be no practical
examination in any of the subjects.

General Ability Test:

Part A: General English. The question paper in General English will be designed to test the candidate’s understanding of English and workmanlike use of words.

Part B: General Studies: The paper in General Studies will include knowledge of current events and of such matters as of everyday observation and experience in their scientific aspects as may be expected of an educated person. The paper will also include questions on History of India and Geography of a nature which candidates should be able to answer without special study.

* Penalty for Wrong Answers: (in Objective Type Papers) :
Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
